Faisal Ali Hassan Rashid: DSM Strategy 2030 drives Dubai to become a role model in energy efficiency

Faisal Ali Hassan Rashid, Director of Demand Side Management of the Supreme Council of Energy addressed the RetrofitTech summit by a keynote speech examining the goals of Dubai’s Demand Side Management Strategy.

Rashid delved into the many facets of the Demand Side Management Strategy and commented on progress being made across the region, “Many nations in the GCC are exploring demand side managements strategies now, which can only be a positive thing”. He also revealed plans of the Supreme Council’s directives focused on the retrofitting of government buildings. “The Directive targets 20% savings in government buildings, with 1.4 billion AED savings for the government by 2030”.

“As the population grows, energy consumption will also increase and 70% of energy will go into cooling,” Rashid said. To address this, the DSCE has come up with eight DSM programs, which basically focus on energy efficiency and reduction in demand,” Rashid said. “DSM is part of the Dubai Integrated energy Strategy 2050. The target for electricity and water consumption savings is 30% by 2030.” by 2030, 25% of electricity will be produced by solar panels, and by 2050 clean energy’s share will reach to 75%. “Along with these targets, by 2050 Dubai will reduce its CO2 emissions from energy generation by approximately half,” said Rashid.

Building Management System is a significant energy control enabler to DSM. It optimizes the energy operation including cooling control comfort, lighting control and appliance switch off. “Buildings are the primary focus of the DSM strategy as they consume over 70% of all energy in Dubai. Approximately 50% of that is used only for cooling, so DSM Strategy 2030 drives Dubai to become a role model in energy efficiency by employing 8 DSM Programs and 8 DSM Implementation Mechanisms,” said Rashid. The DSM Programs include building regulations, building retrofits, district cooling (DC), standards and labels for appliances and equipment, water reuse and efficient irrigation, outdoor lighting, power and water tariff rates and Shams Dubai. To implement these programs 8 DSM Implementation Mechanisms will be used comprising, Institutional setting and capability building, governing by example information systems, financing mechanisms, policies and regulations, technologies and studies, public awareness, measurement and verification,” he added.

Dubai recently started implementation of the Integrated Water Resource Management Strategy. “The expected results are decrease of use of desalinated and increase of use of recycled water,” indicated Rashid. The water management strategy includes the use of every drop, increase recycled water use by 55%, reduce desalinated water demand by 1/3, and reduce groundwater use by 30% in addition to resilient and balanced supply of water.

Nevertheless, awareness enhancement is a key impetus for the achievement of the DSM targets. “Behavioral change is only possible when people and organizations become aware of their energy consumption, and of measures and practices they can adopt to cut consumption, and this is why the Integrated Outreach & Awareness Strategy 2022 is introduced,” Rashid noted.
